India has extended the ban on international passenger flights until November 30 over concerns over the Covid-19 pandemic. Regular international passenger services have been suspended in India since March 23, 2020. However, there are many countries where Indian citizens can still travel despite the ban. India operates special international flights within the framework of the Vande Bharat mission and within the framework of bilateral “air bubble” agreements with certain countries.

India has made air bubble pacts with around 28 countries, including the United States, United Kingdom, United Arab Emirates, Kenya, Bhutan and France. As part of an air bubble pact between two countries, special international flights can be operated by their airlines between their territories with specific restrictions.

Here is a full list of countries with which India has signed an air bubble deal:

1. Afghanistan

Indian and Afghan carriers are now allowed to operate services between India and Afghanistan and carry the following categories of people on these flights:

  • Afghan nationals / residents and foreign nationals holding valid Afghan visas, if required
  • Any Indian national holding any type of valid visa from Afghanistan and intended only for Afghanistan. It would be up to the relevant airlines to ensure that there are no travel restrictions for Indian nationals to enter Afghanistan with the particular visa category before the ticket / boarding pass is issued to the Indian passenger. .

2. Bahrain

Air India / Air India Express and Gulf Air are now authorized to operate services between India and Bahrain and to carry the following categories of people on these flights:

  • Any Indian national holding any type of valid visa from the Kingdom of Bahrain and destined for Bahrain only.

3. Bangladesh

  • Any Indian national holding any type of valid Bangladesh visa can travel. It would be up to the relevant airlines to ensure that there are no travel restrictions for Indian nationals to enter Bangladesh before the ticket / boarding pass is issued to the Indian passenger.

4. Bhutan

Indian and Bhutanese carriers are now allowed to operate services between India and Bhutan and carry the following categories of people on these flights:

  • Any Indian national. It would be up to the airlines concerned to ensure that there are no travel restrictions for Indian nationals to enter Bhutan.

5. Canada

Canadian nationals / residents stranded and foreigners with valid Canadian visas eligible to enter Canada;

  • Indian nationals with valid visas are eligible to enter Canada.
  • Sailors of foreign nationality; Sailors holding Indian passports would be permitted subject to the authorization of the Department of the Navy.

6. Ethiopia

  • Any Indian national or national of Nepal or Bhutan traveling to any country in Africa and holding a valid visa for the country of destination. It would be up to the relevant airlines to ensure that there are no travel restrictions for Indian / Nepalese / Bhutanese nationals to enter the destination country with the particular visa category before the ticket / card is issued. boarding to Indian / Nepalese / Bhutanese passenger.

7. France

  • Any Indian national or national of Nepal or Bhutan traveling to any country in the EU / Schengen area, South America or Africa only and holding a valid visa from the country of destination. It would be up to the relevant airlines to ensure that there are no travel restrictions for Indian / Nepalese / Bhutanese nationals to enter the destination country before the ticket / boarding pass is issued to the Indian passenger / Nepali / Bhutanese.

8. Germany

  • Any Indian national or national of Nepal or Bhutan traveling to any country in the EU / Schengen area, South America or Africa only and holding a valid visa from the country of destination. It would be up to the relevant airlines to ensure that there are no travel restrictions for Indian / Nepalese / Bhutanese nationals to enter the destination country before the ticket / boarding pass is issued to the Indian passenger / Nepali / Bhutanese.

9. Iraq

  • Any Indian national or national of Nepal or Bhutan traveling to Iraq and holding a valid visa for Iraq. It would be up to the relevant airlines to ensure that there are no travel restrictions for Indian / Nepalese / Bhutanese nationals to enter Iraq with the particular visa category prior to the issuance of the ticket / boarding pass at the Indian / Nepalese / Bhutanese passenger.

10. Japan

  • Any Indian national holding any type of valid visa from Japan is subject to border measures and travel restrictions imposed by the Government of Japan at the time of travel.

11. Kenya

  • Any Indian national or national of Nepal or Bhutan traveling to any country in Africa and holding a valid visa for the country of destination.

12. Kuwait

  • Any Indian national eligible to travel to Kuwait and to Kuwait only.

13. the Maldives

  • Indian and Maldivian carriers are now allowed to operate flights between India and the Maldives

14. Nepal

  • Indian nationals and Nepalese nationals can travel within the country.
  • Third country nationals (including diplomats) holding a valid visa / entry permit for Nepal.

15. The Netherlands

  • Stranded nationals / residents of the Netherlands, foreign nationals bound for the EU / Schengen area, South America or Africa only and transiting through the Netherlands or spouses of these persons, whether accompanying them or not;
  • Any Indian national or national of Nepal or Bhutan traveling to any country in the EU / Schengen area, South America or Africa only and holding a valid visa from the country of destination.

16. Nigeria

  • Stranded Nigerian nationals / residents, foreign nationals bound for Africa and transiting through Nigeria, or spouses of such persons, whether accompanying or not.
  • Any Indian national holding any type of valid Nigerian visa to any country in Africa.

17. Oman

  • Any Indian national with a valid residence permit from Oman and traveling to Oman only.

18. Qatar

  • Any Indian national or national of Nepal or Bhutan traveling to Qatar or any country in South America or Africa only and holding a valid visa from the country of destination.
  • Foreign nationals bound for South America or Africa only and transiting through Qatar.

19. Russia

  • Any Indian national or national of Nepal or Bhutan traveling to and holding a valid Russian visa.

20. Rwanda

  • Any Indian national or national of Nepal or Bhutan traveling to any country in Africa and holding a valid visa for the country of destination.

21. Seychelles

Indian nationals or nationals of Nepal or Bhutan stranded in any country in Africa;

  • All Overseas Indian Citizen (OCI) Cardholders and Person of Indian Origin cardholders holding passport from any country;
  • All foreign nationals (from any country in Africa) intending to travel to India for any purpose (including their dependents on the appropriate category of dependent visa) at the ‘except those who have a tourist visa; and
  • Sailors from African countries.

22. Sri Lanka

The following categories of Indian nationals can travel to Sri Lanka–

  • Indian businessmen with a business visa.
  • Indian health professionals, health researchers, engineers and technicians for technical work in health sector facilities in Sri Lanka, including laboratories and factories.
  • Indian engineering, management, design or other specialists traveling to Sri Lanka on behalf of Indian business entities located in Sri Lanka.
  • Indian technical specialists and engineers traveling for the installation, repair and maintenance of machinery and equipment installations of Indian origin in Sri Lanka, at the invitation of a registered Sri Lankan business entity.
  • Indian tourists visiting Sri Lanka for recreation / pleasure.
  • Nationals / residents of Sri Lanka.

23. Tanzania

  • Any Indian national or national of Nepal or Bhutan traveling to any country in Africa and holding a valid visa for the country of destination.

24. Ukraine

  • All Overseas Indian Citizen (OCI) cardholders and Person of Indian Origin (PIO) card holders holding passports from any country
  • Nationals of CIS countries excluding Russia (but including holders of diplomatic and service / official passports) intending to travel to India for any purpose (including their dependents on the appropriate category of dependent visa) with the exception of those who have a tourist visa.

25. WATER

  • ICA approved UAE residents.
  • Any Indian national or national of Nepal or Bhutan traveling to the UAE or any country in South America or Africa only and holding a valid visa from the country of destination.

26. United Kingdom

  • Stranded UK nationals / residents, foreign nationals transiting through the UK or spouses of such persons, whether accompanying or not;
  • Any Indian national holding any type of valid UK visa intended only for the UK.

27. The United States

  • U.S. citizens, lawful permanent residents, and foreign nationals with valid U.S. visas;
  • Any Indian national holding any type of valid US visa.

28. Uzbekistan

  • Nationals / residents of CIS countries (excluding Russia);
  • Any Indian national or national of Nepal or Bhutan at destination and holder of a valid visa for CIS countries (excluding Russia).
